I have a damascus billet that was imported from Taiwan. It delaminates in small sections just from the ferric chloride so I use it for guards only. Plus like Ray mentioned above mine just has two thin layers of damascus and a thicker solid steel core.

It sucks that you got a bad blade but at least it wasn't a big $$$ blade.

You could always try a "super quench" like the mix used to sort of harden RxR spikes and see if at least it will get somewhat harder.
Gallon of hot water, dissolve as much salt in it as possible (and then some), 12 - 15 oz of Dove dish detergent, and small bottle of dishwasher spot remover. Mix thoroughly and full immersion quench. Should harden some.
Note: Don't use on 1095, O1 or W2
