Jig for Flat Filing(Flat grind) a blade??

Is there a jig for flat filling(By Hand) a blad to get it like a flat grind from the Spine to the cutting edge?The jig would keep both sides of blade at the same angle for a uniform look and function. I will be liveing in an appartment and can do without the noise and dust a belt grinder gives off.
