I think the order should be based on activity. BUT, I read something a long time ago that could also apply here. The book is a book on running a business and is called "The Goal" by Eliyahu Goldratt.

If you had 20 kids that had to go on a hike, would you put the fastest in front and the slowest in the rear? Seems to make sense, but the front of the line will go like crazy and the last kid will never catch up.

If you put the kids in reverse order, everyone goes down the trail at the same pace (paced by the slowest kid).

Maybe the order should be the slower forums should go to the front to get exposure.

Just thinking about the slower forums and how to generate traffic to them.
