Question about handles/guards

I'm interested to know how makers are cutting in features on guards, metal spacers and pommels.

I'm not exactly sure what this feature is called, the best I know how to describe it is fluting. It's the recessed ring running with the oval of the hardware. perpendicular to the handle. Not the twisting feature of the handle itself. I know you can use a lathe for round hardware, but most of it is oval. There must be some kind of jig to make sure the flute is straight. I don't think you could make it look nice enough with either a file or hand held power tool. I'm guessing you could do it with a mill, but I'm doubting that as often as I see it that all these makers have a mill.

Make a piece of metal with a step on it. lay your round file on the step. Both the file step and piece you want to flute are layed flat to keep the file even distance as you are filing into the guard. Move it around the guard to set the distance then you can hand file the rest of it.
