What’s the best folding knife for an every day carry?
I’m looking for a folding knife around 100 or less. I’d prefer it to be on sale and have around a 3 inch blade. Nothing fancy. Just well built, and dependable. Thanks Guys.

Try Perry Knife Works On Sale page. Something like the Dugdale folder made of D2, a very good steel, might be what your looking for. $100 will get you a nice factory folder. Don't buy a cheap knife because the steel probably won't hold an edge.

I'm a Spyderco fan, so a little biased toward them. My EDC is a Spyderco Manix 2 which is a little above your price point but such a great knife (IMHO). They make a "Lite" version of it for less money but I prefer the G10 scales. Also look at Spyderco's "Byrd" line. Far less expensive than the Spyderco 'brand' but very good steel and fit/finish quality. Some great Byrd designs.

The most important thing is the steel. Avoid things like "surgical steel" (there is no such thing) or 440A (butter knife material). After that, it becomes a question of what's comfortable for you.
This forum is mostly about making knives, so it's not really a place for finding common market merchandise. What you might want to think about is looking at knifekits.com or at the long list of videos on this forum about making knives, and just make your own knife. There are very good kits for beginners and then you'll have a knife that's personalized.
