Lots of the 4x4 specialty shops have the tools and make up custom springs, as well as trailer fabricators. There are quite a few of these in and around Tallahassee. Google can be a good friend here.
Also check with some of the smaller colleges to see if they teach continuing ed classes in automotive or smithing then go talk to the instructor about their sources. Quite often they can make a deal on class left-overs and actually know what the steel is. Sure, it's a little leg work on your part, but if you really want it put "wheels" on it. There used to be a Tallahassee Knife Collectors' Club, may still be active. There are always makers that are members of these type of clubs, plus older members will know most of the local makers. Dues are usually quite "light" and the connections you will make will be priceless. You just got to get off the stump and look/ask around. Machine shops are more likely to carry high carbon steels more so than a welding shop. Try calling sheffield.
