Okay, a little bit of closure.
Went back to the machine shop for some more hardness testing. The machine is working properly now. Test results: HRC 60 calibration sample: tests at 60 as-quenched test coupon tests at 61.5, a little low, but I'll take it tempered coupon tests at 60 knife (mid tang) tests at 60.5 So, my numbers are a little low, could be that I didn't cool quickly enough in quench, moving the blade fore and aft in the bath may improve the outcome on future blades. I also suspect that thinner sections, closer to the cutting edge cooled faster than the thick section of the tang, resulting in slightly higher values, but I didn't want to mar a visible portion of the blade.
