No, that's made of cast iron and you really need some kind of rubberized surface on a contact wheel. That wheel is also only 4" in diameter so I'm assuming you already have an 8" or 10" wheel since you would not want a 4" wheel as your only contact wheel.
I used a similar wheel from MSC to make a contact wheel. It has an aluminum hub with roller bearings, requires a 3/4" axle, and has a polyurethane smooth tread on it, 5"x2". It works very well for an $18 contact wheel but not as smooth running as a $200 wheel. MSC has similar wheel up 8" and I think even 10" diameters with the most expensive being about $50. But, if you need a 10" wheel you might look at the 10" accessory wheel for the Grizzly grinder first since it is a contact wheel and costs only $45 ....
