damascus blade won't temper out

Hi,
I purchased 1084 and 15n20 from Alto steel. I forged welded them together to make 4 blades which I welded a piece of 1084 to it for the tang, ground them to shape and hardened them at 1500 for 10 mins. and cooled them in hydraulic oil quickly. RC tested them and they tested from 76 to 81. Temper them twice at 425 for 2 hrs. and air cooled them in oven to room temp.They tested 75 to 78 RC. Temper them again at 500 for 2 hrs. and let cool to room temp. and there was no change. I want to get them down to RC 58 or 59. What am I doing wrong? Even one side of the blade RCs differently than the other side. Can someone explain what I should do next. I tested the RC machine before I started and it was only 1/2 of an RC off. Help please. There's got to be something wrong with your rc test. Even fully hardened neither of those steels will see past 68. And you are doing Damascus so factoring for that there's no way your reading is correct. Are you using the right scale?

Do you have any test blocks for your Rockwell tester Jacob?

Thanks guys for the replies it was the operator using the tester I didn't do the last procedure. to get the measurement. A novice mistake. Thanks
