what's the best steel for a damascus chisel?

My father is an avid wood worker and he seen an add for a damascus chiselfor wood working. This is supposed to be the cadillac of chisels and he would like me to make him one. So my question is what would be a good chocie of steels I was thinking a simple twist patern and using 1084 & 15n20 or would 1095 or is somthing else be better? He would not be whalin on it just using hand pressure to shave wood and lightly tapping it with a wood mallet so I would think you would want it hardened rather hard and only a minimal draw back. The one he saw had damascus on one side and softer carbon steel on the other. Not really sure what benifit this is but I was just going to make the whole thing damascus> ANY AND ALL INPUT WOULD BE GREAT!!!!
