Question knife blade buffer/sharpener

hi y'all. i recently went to a gun show where a guy was sharpening blades for 1.50 first blade and 1.00 each blade after. 3.50 for a 3 blade etc. anyway the guy had a 1" belt sander with 220 grit -- and a buffer/grinder -- nothing special except he had wheels made of paper. it seemed to be 1" wide and 8" in dia. - on one wheel he had coated the wheel with carpenters glue and rolled it through some kind of grit. (fine) and on the other wheel he had put red rouge. sure put a razor edge on the blades. as i watched him work it seemed as though he was puting maybe a 15 degree angle? with the blade horizontally edge down. on the buffer he had it turned around backwards so that the thin edge horizontally was up. i don't want to be a yahoo in a forum where sooo much professional help and experience is available but cost is a factor starting up and i saw some cheaper end tools give a good edge. i know those tools would never be strong enough to grind blades out of stock but i was wondering if you only had a few bucks and wanted to get the feel of holding / grinding the blades and getting experience with sharpening dwhat could it hurt? further where would you get paper wheels if not from making them yourself? thanks
