Question on damascus?

Hi Ed,
I am making a billet of 1095 and 5160. I am hand forgeing this. I started with 4 layers, I have it at 32 layers and it is getting more difficult to weld and it seems to be getting hard to forge as well. I am doing all my welding in my coal forge. After each weld and draw I heat to non magnetic and normalize. Do I need to anneal again? I was thinking of stacking 3 more times. I plan on triple quenching and tempering[ should this be at 400 degrees ]. I know I have seen the procedure some where on the forum but when I searched I came up empty. Any help would be appreciated.

I also have a question on twisting someone had told me that twisting adds layers can you elaborate on this?
