I did a little searching on it (as I've never run across it before). I was a little surprised at the low toxicity advertised and that the pH is close to neutral. Most rust removal chemicals I've seen in the past contain acids or acidic salts. My understanding is that this is a chelating chemical that binds the iron oxides into the Evapo-rust. Once it's removed, the surface will rust almost immediately unless steps are taken to prevent it.
