Your knife was built much later than the shop would have been involved with chrome plating, and if it were in that timeframe, the blade would have ben the only portioned plated. Having said that, it's not out of the realm of thought that it could have been electro-plated by a previous owner, possibly the engraver himself. it appears to have been taped off for the process, although it's impossible to tell by the photos themselves.
As far as Engravers, 9 out of 10 cannot engrave a Randall because they do not have the proper clamping devise to hold it for the procedure. But that still leaves 100's of people who can! Most of them do not sign their work either, so without provenance there is really no way of telling...
