Dean,

The dremel will be great for shaping the scales to the liner and basic shaping of the scales to the crown of the bolsters (sandpaper backed by a solid flat piece of steel, whatever is very useful also.) Files can also be used in the rough shaping.

As far as what grit? Probably 100 or 220. Just make sure to get the scales to the shape you want and completely finished at a particular grit so that you can judge the feel. It is really up to you. As you use the knife the scales may shine up on their own.
