I've never used pacific, but I have used admiral and they're always fast and have good quality. Pacific is supposed to be cheaper and I think they have 1080 in a wider range of thicknesses in stocked bar sizes.

The junkyards are full of leaf springs.
Many are 1084.
One set of springs makes a lot of knives at a cheep price.
