For a linerlock folding knife, would 410 or 420 stainless be a proper liner material if properly heat treated? Or I have some grade 2 titanium. Are any of these sufficient for a liner material or what would someone recommend.

If properly heat treated the steel would be OK for a light duty knife. For titanium - which is by FAR the most appropriate material for the liner lock - the 6AL4V alloy, also known simply as 6-4, is the one to use ...

Ray,

Do you know of anywhere where small quantities of the 6AL4V titanium can be purchased? I was hoping the stainless would work because it would be cheaper, but I don't want to sacrifice the quality of the knife.

Sheffield's Knife Supply usually has small quantities and so would a few other knife supply houses I would think. Halpern Titanium will sell about as small a quantity as you would want and so will Alpha Knife supply....
