I am using concrete cutting saw blades to make my blades and they are stamped with all sorts of codes but this looks the most likely to be the steel code. can someone please tell me if this is correct and if so, what the specs are for this steel.

I've never heard of 5450 steel but steel codes are standardized. The last two digits always refer to the carbon content. The first two refer to other elements in the steel, i.e. chrome, moly, vanadium, etc. It's probibly an oil hardening steel much like 5160. Hope this helps.
