I have a small Paragon jewelry kiln that I use. It really limits the length of my knives, though.

Plain carbon steels can be HTed with a regular blow-torch. Alloy steels such as 440c, ATS-34, and others require soaking at critical temp for about 30 minutes, so an oven is necessary. If you use an oven with alloy steels, you need to wrap them in stainless foil to keep them from developing scale during the HT process.
